Flow Analysis

I'm looking for an Engineer that can simulate the velocity of a fluid (please let me know your prices).
PROBLEM:
CYLINDER FILLED WITH FLUID (WATER) WITH A FORCE APPLIED TO THE CYLINDER ROD
THE FLUID NEEDS TO BE TRANSFERRED TO THE PRESSURE TANK (CLOSED SYSTEM) I NEED TO KNOW THE VELOCITY OF THE FLUID GOING OUT OF THE CYLINDER TO THE TANK SO I CAN FIND OUT THE FLOW AND TIME IT WILL TAKE TO MOVE THE FLUID.
QUESTION:
VELOCITY OF THE FLUID? CAN THIS BE CALCULATED USING BERNOULLI'S? IF NOT WHICH FORMULA TO USE? PLEASE FIND FILE ATTACHED WITH DETAILS

Wow this question looks great, yes I think Bernoulli Equ will work fine for this. I have few doubts,
1.What is the length of middle pipe.
I am about to solve this, only the length is needed
