there are several free programs out there and I don't like any of them. But that is my personal opinion, other people report great success with them. My favorite software platforms have been inventor and solid works. I am also looking into onshape, they are based on the solidworks platform but it is entirely online and they will configure the controls to match whatever you are used to.

You can scan it in with a 3D app on iphone 11 and should be able to get full parametric. Starting from that you can dim and clean it up.
