Let me try to understand, Basically what you actually need is like an eccentric shaft?!

I would do exactly as Nebojsa said, although I would start from the middle of the part and mirror it across, so if you need to change the sweep or revolves you only have to modify one side.

1-Circle (to control the curvature in case the bend response to a circunference equation otherwise you will have to find the equation that reflect the real bend curvature!!!)

2-Draw a curve between the two points of intersection between the reference circle and the reference radius (different on purpose ).

3-A Plane in the point of intersection between the circle and the control angle lines (Click in plane then touch the point and the arch, that will create a plane perpendicular to the curve)

4-An sketch in that plane, draw the shaft/pipe/whatever circle, enter diameter, etc)

5-sweep (the path is the Arch)

No the bone-like shape is only for illustration, I need to do this for a more complex shape. I would also break it down into geometric shapes and model it as is if only it were possible.

I have tried the bend tool but I am not getting a nice uniform curvature but instead a very strong bend where the bend line is. I can reduce this by increasing the bend radius but I am not sure that it gives a circular edge. Can anyone chime in on this?

Apologies, seems like bend part was the right answer and it does give a circular edge afterwards. But only when bent with suffiecient angle and radius...

I tried it with a random part and got these results.

I don't feel like this is the ideal solution yet but I will try to do this with the actual part when I have it up.

Nebojsa Surdulovic's idea is what i would do aswell.

1st make a sketch on a plane. I tend to use XZ as my start plane. Then make a second sketch along the perpendicular plane (YZ in this case)

2nd you will have to use sweep to make a extrusion along the line. Select the parallel option to get the ending to be parallel with the plane, or select path if you want the ending to be perpendicular to the line.

Now you already have your curved object. To get the correct bend, you will have to play around with some straight lines and the dimensions.

3rd you can make an elipse on each end of the bendy bit and revolve that around the centerline

4th point.

if he doesn't want a perfectly circular round shaft he could use one line sketch marking where the shaft travels, then on on end make the circular shape of the shaft use sweep on both sketches to create a personalized structure shaft.

Sorry, here's an extra pic with the futures selected so you can see the sketches. i used some random dimensions but you can remodel the (kinda fallus shaped) object anyway you prefer.

You could try the Bend Part command. But it will deform the ends as well as the shaft.
