I saw an earlier answer suggesting surface modeling. I'll give you some quick hints on how you can do it using solid bodies instead, if that's what you prefer:

• Divide the rims into two parts

1. The outer "shell"
2. The inner part (spokes and center)

• Sketch the shell → Revolve
• Sketh the profile of the inner part → Revolve
• Draw pockets for the spokes, holes for your nuts and hub → Cut Extrude

it doesn't matter what software are you using, it's basically the same steps

my advice to you is try YouTube you'll find plenty of tutorials
