Yes it is, but the result will be not your respect. U can use Auto contraint by select all of line with origin axis and click on Auto contraint icon.

I'm not sure what you're trying to model, so it's hard to give advice.

I was taught to keep sketches simple. Many, simple sketches are better than 1 complex sketch. That has always worked for me.

I was also taught to not duplicate (pattern) within a sketch, but rather to pattern features later.

so,

1. sketch of the big circle and make a feature (Pad?) with it,
2. sketch one of the 6 shapes (vertical would be easiest) and make a feature (Pocket?)
3. add a Circular Pattern to duplicate the second feature every 30°

As Jack already stated its all about what you're trying to do.

It's not always easy to guess what you or other really want to design out there.

So please give us a complete picture.

Until than I would recommend you not to do the followings, but if it's a must you could:

Use a circular pattern in 3D and project all those lines in your sketch?

or

Create a macro that would automatically generate a line (or lines) from the origin. The only parameters for you to give would be the angle and the number of lines.

As you're sketched one construction line starting with origin, use circular pattern instead of sketching several line and constrain one by one.

if you want to angle a group of sketch geo, use a base point and line and contrainting to the base line and point, be sure to not set any HORIZONTAL AND VERTICAL constraints, it takes bit of work, but it can be built so you can set an angle to rotate the geo in a sketch there is not easy trick to do it.

there is never a any easy tricks in catia, that all ways work.

so just take the time to set things up right then it is easier to work with it latter
