Here's how I would design this. It's simple steps.

1. Create the outer layer cylinder with 1.5mm thickness.
2. Create the cut patterns.
3. Cut through the 1.5mm cylinder with the pattern.
4. then create an inner layer cylinder with 1.5mm thickness to close all the cuts.
5. Then Join (Combine) the two Cylinders. It's complete at this time.

Make the shape on front plane or Top plane , saw like a box in picture and use wrap option in solidWorks for one pattern, then after use circular pattern for whole equal pattern on cylinder.

i hope this might be useful to you for make.
