If you want to download a beautiful animated GIFwith an example of the actions in the dynamics when creating a Tutorial. In the editor everything works well, the GIF files are played, but when you publish or save the Tutorial, you get an error. Regardless of the size of the file's GIF. If this is corrected, the section will become richer and more visible. Not everyone can make a video. A GIF is faster and easier. You can make a limit on the size of MB. 
Mikle's post is accurate, but the translation to English did not work perfectly. I'll just summarize here for clarity:
It appears that it is currently not possible to upload an animated GIF into a tutorial. This may be by design, or it could be that something is broken.
The tutorial allows the selection of an animated GIF, and the animation will run correctly while editing the tutorial.
When the Publish button is pressed, a "ERROR Could not publish tutorial" message flashes onto the screen. Deleting the animated GIF from the tutorial then allows the tutorial to be published without any error.
Sometimes a "ERROR File upload failed!" error occurs after inserting the animated GIF.
Animated GIFs seem to work on the rest of the site, so having them in the tutorial section makes sense.
I've never tried a GIF in the Groups section, so I'll put one below:
It is annoying and useless, but it works.
