After posting a comment, I'm not able to scroll up anymore.
Neither with the scroll wheel, nor the scrollbar.
This is for Firefox 60.0.1 on Windows 7 x64. Will test IE soon.
So, I'm investigating this issue currently, and I am having some trouble trying to reproduce it, so I have some follow up questions:

Are you using any ad-blocking or "privacy enhancement" software? If so, which one(s)?
I am on pc and I can't scroll after posting in discussions.
and this special discussion has locked up permanently after my post.
I'm on DSL and using Hotspot Shield vpn.
I'm using latest version of Chrome
Now I'm on my phone.
still on DSL and using same vpn.
Everything is just fine.
No problem before or after posting.
Could you open the browser's JavaScript console (Chrome: Ctrl+Shift+J on Windows, Cmd+Option+J on Mac -OR- using Inspect Element and navigating to the "Console" tab) and take a screenshot of the contents?
Would be very helpful if you could take a screenshot just before pressing "Post reply" and when it has hanged.

after hanging if I delete the post, I can scroll the page again.

If I open this discussion from "Notifications", I can't scroll it even before posting.
but if I open the discussion from group page, it's ok till I post.
I opened this page from an e-mail notification and was not able to scroll.
After removing this "#p2659" from the url, scroll worked again.
Follow-up: Should be fixed now, can you try posting here and let us know if it is still happening. I wasn't actually able to reproduce it on any machine/browser/OS combination I tried it on, but the information given in this discussion thread was very helpful in finding the probable source of the issue and is very much appreciated!
