It’s quite trivial.
1. Hire a couple of dozen experienced senior programmers.
2. Hire a dozen engineers with years of CAD experience.
3. Purchase and license software libraries for display graphics and mathematics.
4. Invest 10,000 to 20,000 hours in program development.
Might be able to get something up and running with about 10 to 20 million dollars investment.
