The design requirements for optimal wave energy converters (WECs) are non-conventional naval architecture requirements. For optimal power takeoff performance, the WEC must have continuously variable parametric response frequency and maximize drag and added mass effects as well as the ability to concentrate wave power. These requirements can be met using a variable-depth, four-point moored platform with "active-heave" winches controlling the power takeoff component motions
