Math of the modulus and evolvent is key to get it done right.

You can either go by SolidWorks 'gear features' to generate gears. Unfo I don't have a license for that using other CAD.

A free option you can use is https://www.openscad.org/

That's using code to generate the evolvent.

At best just 3D scan the gears. I would assume them to be Modulus 1 or 0.5 standard supplies.

Yours are similar to sth you can buy off the shelf. So you only need to set the axles to the right triangular positions.

I think the work principle is to make speed multiplier, connect some kind dc generator and some rope or chain to place the weight. Any design with plastic or nylon gear material will works fine.
