However, learning the wording of the question, I would advise you to first recall the theory of calculating pipes and the flow rate of pipes and tanks. I always do this when I start solving a new, unfamiliar problem. It helps me ... it will help you too.

I think no.  It is not the same. 

Your question does not sufficiently explain all aspects of the problem. For example, flow resistance, viscosity, profile that restricts flow (in other words, a pipe). Probably there will be no ready answer. You will have to formalize the task and calculate it.
