Just use a rib feature, linear pattern the rib, then circle pattern that.

The Rib tool in SOLIDWORKS won't make those. For the Rib tool to work, the rib needs to be constrained on 5 sides. Otherwise it will simply continue into space forever, and give an error message.

These ribs look like they could be easily made with a simple extrusion. Draw a sketch, extrude the fin.

They don't look cylindrical to me. If they are, use a regular extrusion. If they are not cylindrical, you could make them even easier by using a Thin Feature Extrusion.
