Best CAD software for working with stl 3d scanned models and surfaces?

I would like to design on 3d scanned stl files. Solidworks has a spline on surface, but I have been wondering if there is a better/easier tool for designing around stl imports?

Geomagic Design has some cool features for this. It can slice the STL model and you can grab or constrain to that edge created by the slicing plane. There is also option Mesh to Solid which works for watertight STLs. It produces a reasonably good result if the STL is good quality with not a lot of sharp edges.
