can anyone tell me how to create a model drawing pattern with complete dimension for cnc machine , as shown on pic ,

Well from what I used to create in a CNC machine, using SolidWorks I just convert my milling to a G code and have it input into the machine. I advise you to look if the CAD program that you are using has such a feature for the plasma machine.
