Cross Hair Guide in Inventor 2013

Hi Everyone..
i am attempting to follow a silent tutorial in Inventor 2013, As you can tell from the screenshot' , the "crosshair" guide has been deployed in "2D Sketch".. problem is.. I cannot find where to set this up in the preferences. Please advise.

That is a template that has been made and saved in the template folder.
