How big should a title block be on a page?
Is there a set height for title blocks, if not what is the standard height that people/ companies use?

Google NASA drawing standards. A version from the 90's is available. It has a great deal of info on titleblocks and sheet layout in general.

That's what we used for drawings.
It largely depends on the size of paper, size of the drawing, and what you want to include in the title block. My suggestion, is to place a desired drawing in a paper size of your choice. Then start drawing the title block around the drawing, including all relevant fields. What paper size(s) are you using?
