How do i draw it in solidworks (sheet metal) ?

Sheet Metal features won't work for what you're trying to do because there is 3d curvature in the twisted zone.
To easily construct what you're showing, you can simply create a 'loft' feature between the two tabs, selecting 'normal to profile' for both start and end constraints.
You can add guide curves and additional sections to further refine and control the twisted zone.
