how to convert .obj file into .dwg , .stp or .igs

I have a obj file and want to edit it

If you post or send the OBJ file I'll try and convert it.
Programs that should be able to convert the file are:
Materialise Magics, Keyshot, Design X, and maybe Rhino. I'm sure there are others as well.
