How to design this product with sheet metal with solid works

Does the part need folding? I cant open the file in solidworks to view properly but the screenshot looks like a flat piece. You would need to do the outline as a sketch then create a Base Flange using the sheet metal function. From this you can add processes for cutting the holes and cutouts, recesses etc.
