Tutorial here on converting a mesh to a SOLIDWORKS NURBS model. Convert STL (or OBJ) Mesh to SOLIDWORKS Model (NURBS)
You can also look at software like Design X. It can help with the process, but it isn't magic. You still need to know how to model the part in 3D CAD.
