do you mean offset origin planes (xy, yz, xz)?
You can not tilt the reference plane because it is an original plane but you can tilt an offset plane. Follow this step :
Plane (Tool) > Plane Type - Angle/Normal to Plane > Rotation axis - Choose the axis about which you want to rotate > Reference - Choose the plane which you want to tilt > Angle > Preview > Ok.
