What's this on the right side of the Solidworks interface?

I have a curiosity, why some computers stay this way, when I apply the full screen in the SolidWorks?

Is it a system with dual (or more) monitors?
It might relate to the option which allows SolidWorks to span multiple monitors.

...are you referencing the light blue border of the file windows?

Or the "Task Pane"?
