When i download a part i could not open it and the name is something.rar and i can't open it with SW?

Install It. After installing follow these steps.

This brings up a great question. Why use Win-Rar to zip the files and not just use the zip utility built into Windows and it’s the same utility that SolidWorks uses for Pack and Go. I don’t like loading unnecessary programs that do the same that I already have.
Can someone explain if there is a benefit to using Win-Rar for this?

A .rar is an archived/compressed file much like a .zip file. Try downloading Win-Rar from Rar Labs: http://www.win-rar.com/download.html
That will be able to open the file and allow you to decompress the SW file.
