In CATIA V5-6R2017 showing toolbar on selecting it.

OS:Windows10 Pro-64bit ver:1709
Graphics chip:NVIDIA Quadro P3000

This indicates that your speed (processing) or ram is low or you might doing any work parallel with catia.

it is due to windows 10 and same problem also in windows 8.

try to find better catia installation like x64.

also make catia work as windows 7 compatibility mode.

Test other system versions found
Use OS:Windows 10 Pro-64 bit ver:1703 Toolbar shows ok
