Hello can anyone tell me which command will be used to design this product, solid, surface or sheet metal
Simply Draw it then extrude it and after that apply radius on edge. And for holes draw holes in 2D and then extrude it and then subtract it.

As this looks to be a stamped part you will not be able to model as a sheet-metal part and produce a flat pattern from the model. It could be modeled as either a solid or surfaces but that would depend on software you have available and the skills you are most comfortable with. I myself would decide how I would go about modeling this part after I had actually held it in my hands. The other consideration would depend on the reason I was modeling the part. If it is a one off to repair a broken machine I would just give the original to a skilled worker and ask him to make one. I would only make a model if there was a reason to do so.
Solid modelling is the easy approach.
Extrude what you see on top,
Cut from the side to give it those angles and steps (you can cut from several sides to shape the exterior)
Edge fillet to give al radii on the part on exterior
Shell giving the part the sheetmetal look keeping the exteror surface and giving a thickness of sheetmatal.
here is a quick doodle made from your photo. I've asumed the side view from the top view picture.
you can make it as a sheet metal part, on the reality, look very thick material, probably 1/2", need a lot pressure to form the flanges, may you like to talk to your sheet metal shop if they have the capabilities to form this part, then you can weld standoff onto the part, if you planning large quantities maybe the best option can be casting this part, take on consideration the purpose of this part, cast probably has better mechanical straightness rather than sheet metal.

Looks good but all radius are at an angle. I have designed it using surfaces and solid but I am not satisfied about it.

Provide more views please to better see the shape. Side view, isometric, bottom view, top view, etc.
Either way, a general draft angle can be applied.
