FYI, a coding algorithm is code (firmware, software) !

try reading the spec and buying some books on the subject, since you keep posting about your lack of understanding and need to be spoon fed every single line item.

if that's still not enough, tell your company to send you to training.

if that's not enough, go back to college and take some grad courses on the subject matter, because overall you seem to be well over your head in competence, comprehension, and abilities versus subject matter.

And FYI, the paper is from 2014 and is for 3GPP; I thought that you were interested in 4G, LTE, and emerging 5G tech ; why are you going backwards ?!? This is NOT compatible with the current standards.
