you can open the stl file with solidworks then save it as step. it s simple.

Saving an STL as a Step file "works", but the end result is a step file made up of multiple facets. The only way to "convert" an STL into a clean CAD model is by remodeling it. There are some tools like DesignX which can help make it an easier process, but there is no magic button for the task.
