Are SLDPRT files created with the student version of SolidWorks allowed into the library?

Yes.
They are treated just as normal SW files; they'll be shown as long as their version is supported by the 3D Viewer (which - currently - only supports up to 2019).

Note that the library actually supports all kinds of files. The real limitation is the 3D Viewer.
