I have been using 3D solid modeling since 1995, years before sheet metal design functionality. I have never used it, I found it too time consuming. I have had it in a variety of programs and have used a specific sheet metal feature, but have never designed with it. Now don't get me wrong, if you are a sheet metal house and you use many of the sheet metal features it is very productive.

But if you are like me with little use for those features you can design most sheet metal with thin walled shelling. Now, I use IronCAD and ZW3D that can unfold any sheet metal model as long as it is designed correctly. I am not sure if Creo can do it with non-native parts.

Just a bit of a different viewpoint showing that you don't need a sheet metal package to do effective sheet metal design. Here is a sheet metal enclosure that was imported into IronCad and modified by direct editing..
