Since it has 3d curvature, Sheetmetal in solidworks is not the way to do it. If you wish to approximate the part in a flat state, surface>flatten is the tool to use.
'Sheetmetal' features are for items that get cut out 2d and folded into shape by press equipment. A minor exception to this would be 'forming tools' which can indent or form 'sheetmetal' parts with 3d curvature geometry, such as a circular indentation.
