I think you could easily solve this model by starting a cylindrical solid (with a conical tip) and subtracting another solid created from a helix and a sketch representing the section of the tool slots.
If I have time to try it I will share the results.

Hi Bilal,
Please look at the 3D CAD files attached. I created it in Solidworks. There are two configurations in it. One has the φ and φ1 angle at 50deg and the other at 60 deg. The β angles are 45deg and 50deg for configuration 1 and 2, respectively. I named all the features and sketches to help give light to what they do. few of the dimensions are equation driven. You can go to the equation to understand how they are created.
Let me know if it meets your inquiry. I may be wrong. But I will be happy if you can criticize it and let me know in more detail about what you are looking to get if this fails.

Sorry, I missed the chisel angle. You specified 3 to 7 deg. I have decided to keep the chisel angle at 4 deg in all the configurations. I will be attaching only the Solidworks files here. This revision doesn't have a shank.
