Color Swatch Tool does not appear in apps

Hi, I'm looking at using GrabCAD for only creating Color Swatches. When I installed version 1.62, the Color Swatch Tool does not appear in apps. Can I use the Color Swatch Tool independent of the other functions in GrabCad. If so, how? Thanks for your consideration.
