Failing to find the geometry preventing this item becoming a shell in inventor 2017

I have been making some gothic arch windows and have had success in most cases with the shell tool, but this particular one is being a real pain, i have tried suppressing loads of the small detail features and well pretty much everything i can think of but i just don't know enough about what the tool is looking for.

I am trying to shell it from the triangular top face and the two vertical rectangluar faces to the rear of the feature piece.
I am trying to shell it to 1.2mm

Any advice or help would be greatly appreciated

For some reason it cant shell where Fillet6 blends upon itself at the bottom of the center mullion. If I change the radius from 0.4mm to 0.399mm it works okay. The other area that breaks the shell is Fillet11. I can't get the shell to work at all no matter what I do to that fillet. The only way I could get the shell was to suppress that fillet.

In the end no matter what I do, I can't get it to shell any thicker than 0.2mm. Anything thicker than that would create features with a negative dimension. There's too many small details for a shell of this thickness.
