Not sure I understand the question, but the symbol you highlighted indicates an "isolated solid" in the CATIA part file. These solids have no history, so they can not be edited or modified (although you can add new features; like a hole or fillet to them). Because they have no history, they are often referred to as "dumb" solids.
You might have opened from other extensions such as .igs, .stp etc., It is not possible to edit it in catia. :(
