How to adjust the size Rhino 3d

Hello,
I want to make an adjustment on the drawing. But whatever you try not allow me to make a correction. Please tell me how to make a change on this drawing. Programs that tried to make adjustments on the drawing are: Rhinoceros 5 ; Autodesk Invertor 2015 ; Solidworks 215 ;
Thank you hope to help me .Will be happy to make a small video tutorial.
