How to change snap settings in CATIA V5 Drafting?

While making a sheet in CATIA V5 I am unable to place Balloons, Tables, Texts, etc. at my desired position. Even though I have kept the snapping off still the cursor is snapping on the sheet. What should I do in such a case?

In that case press and hold shift key while placing. This will get rid of snapping.
