How would you model this feature?

In the picture below, I am curious to how I can approach making a cut like what is circled in blue in the picture. It's not a simple extrude cut. I'm thinking of using a loft cut to make the long part and for the tip, I can use a loft feature but one of the profiles I'll use is a point that lies on the surface of the shaft so the cut comes upward.

It is a spline. Think of how it is made in the machine shop.

The simplest answer is a revolve. But that won't work in this case since it is stretched out over a longer distance. I'd try using a sweep. Profile is the shape of the cutter. Path is basically a straight line with an arc on the end to pull the cutter away from the part.
