I cannot seem to intersect properly to get the inside volume of the bottle.
I tried to use intersect but it does not create an inside section

it doesn't look like your bottle is 'water-tight' And then the volume you want to measure needs to also be closed off.
Use surfaces to close off the holes in the side of the bottle and then use a surface or plane for the upper level of water. If the areas are completely closed the intersect tool should work for you.
I don't understand how Intersect can be used to determine the inside volume? The water-tight bottle is being intersected with what?
