I have uploaded 44 models in 30 days ; does that qualify for an active up-loader badge ? I don't have one and am wonder why some people with less than 10 models have badges and others don't.

The description for the badge has changed over the years. Needing to be in the 'top 10' for the month was not always a qualification in the past and you may very well see users with a badge that they no longer qualify for.

The current belief to trigger this badge is that it is based on the number of models within an assembly uploaded.
This small Lego model has a few dozen individual parts uploaded with it. It might be enough to qualify for a badge, but that really depends on how many other people upload models with a large part count. Lego Star Wars Mini ATST

The badge system is being reworked, so be prepared for changes.

The fact that there are NO *real* guidelines tells me that this is 'Soup-du-Jour' (Flavor-of-the-Day) approach to badges, that is subjective on 1? to ??? persons opinions, therefore diluting any real meaning to credibility of the badges - concluding the proverbial "Badges ?!? - Badges ?!? - We don't need no badges ! - - - - We don't need no *Stinkin'* badges !!" ;-b

what's interesting is an example like this person's profile that is an *active uploader* Room (Blender Test)

I will draw a badge for you today. :-))
Don't worry friends. Continue to produce projects ..
Doing better than you, to make more beautiful. :-)

Now the ShareMaster Badge that I received is GONE ! What's up with that ?!? And replaced with a lesser badge !! How *inciteful* ! Thanks for literally *nothing*.

About ''Active Uploader'' : You need to work harder to get this badge. :-)
You need to share more drawings. You need to be in the top 10 contacts list as the month, in the list of drawing sharing.
