if someone aploaded a model of solidworks version 2015 and i have version 2013 for example can i download that model on vesion 2013 or not ??????? plz respond

You can't open SolidWorks files created with a newer version than your version. You can ask if that person uploads a step, igs, x_b or x_t file of the assembly or part file. Then you can open it, but that will solely contains solid bodies and surfaces. You can't see the features used to create the model.
