Ignored Constraint : the system of constraints inconsistent or over-constrained error in assembly, what does it mean ?

I was making headsets for a bike, but got this inexplicable error which I don't understand. I've attached the assembly file for reference in which I'm trying to place the caged bearing on the crown race albeit it doesn't seem to work ! . I was hoping if i could get help here.

That message means there is an error with the assembly constraints. There are many situations that cause this error, but a common error is duplicate constraints creating an over-constrained issue. Inconsistent problems typically are conditions that are geometrically impossible.
