is it possible to design an offset hinge?

Apologies in advance if my question isn't exactly clear, I'm having a difficult time explaining it.

I'm trying to enhance the field of view (fov) of a Lidar sensor by rotating it around the center point of the lidar beam. this is a relatively common practice however this is generally done using a non-360° 2D lidar (see image 1, as example).

unlike most applications I want to do this using a 360° x 22.5° 3D lidar to increase the vertical fov (the 22.5°). I also want to maintain the 360° horizontal fov. As a result of the above I need to design a hinge that rotates around a center point that is above the structure of the hinge (the rotational center point is the lidar beam center point). I know this might not sound very clear but I can't explain it better so I made a representation of it in Paint to better explain it (image 2).

Ps. I am not allowed to add more images (or I can't figure out how) so the image is divided up in 2 halves.

Accepted answer

Maybe some kind of curved track or "cradle", where the radius of the curvature is centered on the beam center point, and a "sled" to carry the lidar assembly back and forth along the track. All of this geometry could live below the line you indicate.
