is it possible to mate two spur gear in Creo parametric without knowing their pitch circle diameter?
i am trying to design a gear fidget spinner in which i don't know the PCD of gears. And without knowing the pcd two gears cannot be mate in Creo

you could match two gears via their axis.
I've attached an image to look for the ref (what to trace)
1) if your model is not a step file or dosen't have a part modeling history. you could sketch on the face of the gear and trace the circle in sketch intersecting your PCD. put a Geometric point and then after exiting the sketch mode create an axis from this point by selecting point and the face.
2) after getting the PCD you could just toggle the axis visiblity and mate them with respect to axis or constrain as your liking
