is it possible to open solidworks 2012 file in the same software but 2010??

Whenever a new software is launched, it comes with new features. Thus when we save a file it is saved in file format so that it is compatible with new features. Since the older version doesn't support those features, they are not able to open those files. That's why we can't open a SolidWorks 2012 file in SolidWorks 2010.
Even if new features are not used in the file, you still can't open it in a previous version.

Usually it doesnt work backwards... i know on Inventor, you cannot open a 2013 file on 2012.
