Based on your type of request, I'm going to post this as an answer, as I don't think you're going to find any takers here for this kind of work. This is an involved process of reading the 2D print and recreating all of the necessary parts in 3D. It's not a simple hour or two trivial task. What I mean to say is that this is a job that almost no one outside of students would be willing to do for free for some stranger on the internet. I'd suggest modifying this request to offer payment to anyone interested in taking it. You'll definitely get someone interested a lot quicker, and have more reliable work done.

I have had a look at the drawing. How big a task to produce a 3D model depends on the purpose the finished model is to be used for. If it is to be used as an accurate component to be used in a plant layout the required model is relatively easy to produce. If it needs to be a fully detailed model to be used for manufacture a bit more work is involved but for someone with moderate modeling skills this is not a difficult thing to model. If the tank was to be manufactured the 2D drawing is good enough. Even someone new to 3D modeling should be able to attempt to model this
