How can i make 7x7mm extrude cut at the edge of this picture?

If you are cutting into the side of the ring, make a plane tangent to the side of the ring and sketch from that plane. This can be done from either inside or out. A plane could also be made tangent to an edge and angled if you are looking for and angled cut. I have added some planes to your part in ways you could use to make the cut.
