This file consist solidworks 2013 Assembly file, is there anyway to convert this to step file?

The best you can do is:
1. Click open
2. In the browser window select the assembly file
3. In the "Mode" menu, select "Large Design Review"
4. Click "Open"
You won't be able to export or save the file at all, but it'll be properly displayed and you can do a few things, like show/hide parts one by one and also make measurements. It's not much, but better than nothing.
