My take on this is it's not a real world design Because 1: battery pack position- Putting batteries in the front crumple zone of a vehicle opens them to being damaged, leading to hazardous materials release and/or fire from a short circuit. Also, batteries are heavy, locating them that far from the CG would greatly reduce handling ( polar inertia). (think FI race car: heavy engine is in the "middle". 2. Looks like the electric motors are industry standard CAD models with chain drive. So I'd guess (and it IS just a guess) this an engineering exercise (or just doodling) for an battery powered electric car. here's a Tessla chassis

Considering the relatively lightweight construction and tires with a small cross section, I’d say this would be suitable for low speeds, low loads, and short distances only. It isn’t much more than an electric upgrade for a pedal powered vehicle. Even so, I would agree with Jim’s assessment that it’s probably nothing more than an engineering exercise. A concept just to show the basic components of an electric vehicle.
