Why can't I connect to my network printer?

I'm trying to connect to a printer through its IP address, but it's saying it can't find the printer. I am able to ping the printer through command prompt as described on the troubleshooting page. Also, it doesn't give me the "Add a Network Printer" option under the Select a Printer tab, even though my coworkers have that option; I can only "Connect to a Printer via IP", but it says "No printer found". It might be because when I launch, I get the error saying "One of the services needed to run GrabCAD Print has failed (Printer Service)... If the issue persists, you can repair or uninstall and reinstall...". I've tried repairing and reinstalling multiple times but those haven't worked either. Any ideas?

Customer Support recommended disabling FIPS to solve my "Printer Service" problem and it fixed everything. Here's the website I used for how to disable:
